| 高技能人才是推动城市高质量发展和提升企业竞争力的关键资源,而人才政策则是吸引高技能人才流入的核心政策工具。以2011-2023年中国地级市出台的人才政策为准自然实验,构建多期双重差分(DID)模型,系统评估人才政策对高技能人才流入的影响。研究结果表明:(1)人才政策显著促进了高技能人才的流入,且教育医疗水平提升、城市产业结构升级和营商环境优化进一步增强了政策的影响力。此外,人才政策对高技能人才流入具有明显的空间溢出效应。(2)在实施奖励型和发展型政策、三四线城市、政策执行强度较高的城市,人才政策的效果更为显著。(3)人才政策的实施不仅显著提高了城市的人才存量,还揭示了地区间竞争是驱动城市发布人才政策的重要动机。从高技能人才视角深入解析了人才政策的实施成效,为优化政策设计和实施提供了重要的理论参考。 |

| Local Government Talent Policy and Inflow of Highly Skilled Talents |

| Highly skilled talents are the key resources for promoting high-quality urban development and enhancing enterprise competitiveness, and talent policies are the core policy tools for attracting the inflow of highly skilled talents. Taking the talent policies issued by Chinese prefecture-level cities from 2011 to 2023 as a natural experiment, a multi-period difference-in-differences (DID) model was constructed to systematically evaluate the impact of talent policies on the inflow of highly skilled talents. The research results show that: (1) Talent policies have significantly promoted the inflow of highly skilled talents, and the improvement of medical and educational levels, the upgrading of urban industrial structure, and the optimization of business environment have further enhanced the influence of policies. In addition, talent policies have obvious spatial spillover effects on the inflow of highly skilled talents. (2) In cities implementing incentive and development-oriented policies, third- and fourth-tier cities, and cities with higher policy implementation intensity, the effects of talent policies are more significant. (3) The implementation of talent policies not only significantly increased the talent stock of cities but also revealed that inter-regional competition is an important factor driving cities to issue talent policies. From the perspective of highly skilled talents, the implementation effects of talent policies were deeply analyzed, providing important theoretical references for optimizing policy design and implementation. |
