| 使用2007-2022年地级市面板数据，本文考察了财政分权与地方政府教育支出的关系。结果发现财政分权对地方政府教育支出具有显著的正面影响。本文认为这是由于政绩考核标准发生变化所致。为检验该假说的稳健性，首先，本文认为相对于不发达地区，发达地区的财政资源更丰富，也更有意愿对教育进行投资，异质性结果证实了该分析。其次，考虑到晋升锦标赛主要依据相对成绩考核官员，本文认为地方官员为提高晋升几率，更可能实施模仿性竞争策略，并得到了空间计量模型的证实。在以上分析基础上，本文提出了对应的政策建议。 |

| The Influence of Fiscal Decentralization on Education Expenditure of Local Governments |

| Using the panel data of prefecture-level cities from 2007 to 2022, this paper investigates the relationship between fiscal decentralization and local government education expenditure. The results show that fiscal decentralization has a significant positive impact on local government education expenditure. This paper holds that this is due to the change of political performance evaluation standards. In order to test the robustness of this hypothesis, firstly, this paper thinks that compared with underdeveloped areas, developed areas are richer in financial resources and more willing to invest in education, and the heterogeneous results confirm this analysis. Secondly, considering that the political tournaments is mainly based on their relative achievements, this paper holds that local officials are more likely to implement imitative competition strategies in order to improve their promotion chances, which is confirmed by the spatial econometric model. On the basis of the above analysis, this paper puts forward corresponding policy suggestions. |
