The governments' purchasing education services from NGOs is an indirect mechanism, which differs from the governments' supplying education services. Such mechanism has been utilized widely by many western countries. Several kinds of education services which include school education, education management, education evaluation, etc., have been purchased from NGOs in China. In the end, we discuss the limitations of such mechanism and propose some suggestions for improvement.
